In the early 1990s, the telecom industry faced rising costs, frequent service outages, and serious reliability issues. In response, major U.S. telecom providers and suppliers formed the QuEST Forum, which launched TL 9000—a quality management standard tailored specifically for telecom. Built on the ISO 9001 framework, TL 9000 added more than 80 industry-specific requirements to address the sector’s unique challenges. Since its introduction, TL 9000 has helped organizations significantly improve performance, reduce time to market, and strengthen customer satisfaction.
